Priority will be given to rural students who enter schools or join the military and move to urban areas, rural migrant workers who have worked in urban areas for more than five years or whose families have moved, and the new generation of rural migrant workers. We will fully lift restrictions on household registration for college graduates, skilled workers, vocational college graduates, and returnees from overseas studies, and speed up the formulation of open and transparent standards and practical targets for household registration. 3. We will extend basic public services to all permanent urban residents.
