Recently, the National Development and Reform Commission and the National Energy Administration issued the "Implementation Plan for Special Action to Optimize Power System Regulation Capacity (2025-2027)" (hereinafter referred to as the "Implementation Plan"), proposing that by 2027, the power system regulation capacity will be significantly improved, the market environment and business model for the development of various types of regulation resources will be further improved, and the mechanism for calling various types of regulation resources will be further improved. Through the construction and optimization of adjustment capabilities, the rational consumption and utilization of new energy of more than 200 million kilowatts will be supported from 2025 to 2027, and the national new energy utilization rate will not be less than 90%.

According to the head of relevant departments and bureaus of the National Energy Administration, as of the end of the third quarter of 2024, the scale of flexible coal-fired power adjustment in the country exceeded 600 million kilowatts, the cross-provincial power allocation capacity exceeded 300 million kilowatts, the cumulative scale of pumped storage reached 55.91 million kilowatts, and 58.52 million kilowatts/128 million kilowatt-hours of new energy storage have been completed and put into operation, and the power system regulation capacity has been continuously improved. However, regulating resource development also faces some challenges. The person in charge said that the average annual new energy installed capacity in my country exceeded 200 million kilowatts, and it is expected that the rapid growth trend will continue during the 15th Five-Year Plan period, significantly increasing the pressure on system consumption. From January to October 2024, the national wind power utilization rate was 96.4%, a year-on-year decrease of 0.7 percentage points; the photovoltaic power utilization rate was 97.1%, a year-on-year decrease of 1.2 percentage points. The pressure to absorb in some provinces with fast-growing new energy development is highlighted.

The Implementation Plan puts forward key tasks in three aspects: preparing a adjustment capacity building plan, improving the adjustment resource call method, and improving the adjustment resource participation market mechanism. Among them, it is proposed to explore the integrated call of large-scale wind power photovoltaic bases and water wind and light bases in Shagohuang. It emphasizes improving the peak and valley electricity price mechanism, and forming a reasonable peak and valley price difference through market competition for areas where electricity spot operation is not yet achieved; for areas where spot operation has not yet been achieved, further improving the peak and valley time-sharing electricity price policy and improving the economic incentive level of peak and valley price difference. It is clear that it will accelerate the establishment of a market-oriented capacity compensation mechanism, determine capacity demand and capacity value based on market orientation, and guide various resources to provide medium- and long-term stable capacity to the system.
